Instituto NEXA: from one paragraph to a portal for parliamentary amendments

Instituto NEXA Brasil, a nonprofit from Barra Mansa, Rio de Janeiro, that trains and supports women, had a WordPress site with 12 plugins and a one-paragraph transparency page. Travazaga migrated the site to static pages, faithful to the original, and built a portal that publishes R$ 3.1 million in parliamentary amendments with amounts, transfers and documents.

01

Starting point

Instituto NEXA Brasil was founded in 2016 in Barra Mansa, in the state of Rio de Janeiro, out of support for women facing violence. Today it works with job training and income generation. Vozes Femininas, its largest project, trains 1,200 women in Rio de Janeiro with funds from a parliamentary amendment.

The site had six pages and carried a whole WordPress install, with the Elementor page builder, 12 plugins and a 30-table database. The home page alone downloaded about 1.5 MB of code. The transparency page was a single paragraph that promised data and showed none, for a nonprofit that receives public money.

The audit also found published defects nobody noticed. The home page told Google that the official address was the host's temporary domain. The About page showed a placeholder name in place of the institute's president, and four project buttons led nowhere.

What we built

Since the site had nothing dynamic, we migrated everything to static HTML and CSS, which the server delivers ready-made, and the site stopped depending on plugins and a database. The migration was faithful to the original. We measured colors, sizes and spacing on the old site and compared it page by page, because the request was to change the platform and keep the institute's brand.

The addresses stayed identical, with the trailing slash WordPress used, so Google kept everything it already knew. The plan was written on August 24, 2026, and the migration went live three days later.

The transparency portal was built from scratch on the institute's official spreadsheets, column by column, within the Transparência360 structure. It has four sections: institutional data and board members, accountability status, parliamentary amendments with a transfer progress bar, and signed partnerships with the agreement available to download. Any data still missing shows as "A ser informado" (to be reported), in plain view.

We took care with every sentence about public money. The four projects funded with the institute's own resources say so about themselves, and never about the whole institute, because Vozes Femininas does receive an amendment.

What changed

The site went from 6 to 12 pages on the same hosting plan. The home page's code dropped from about 1.5 MB to about 43 KB. The font, once loaded from Google in 18 weights, now uses 5, served by the site itself.

The portal shows R$ 3.1 million in two amendments. The larger one adds up to R$ 2,565,000 for Vozes Femininas, through a collaboration agreement with UNIRIO, the Federal University of the State of Rio de Janeiro, with R$ 1,364,610 already received. The other is a R$ 579 thousand proposal with Brazil's Ministry of Sports, still unpaid. The transparency page scored 100 in all four Lighthouse categories: performance, accessibility, best practices and SEO.

Four more releases followed the migration, with the version number in the site footer. Women looking for support, funders and oversight bodies find the institute at the same address. The author, amount and use of each amendment are published, as required by ADPF 854 of Brazil's Supreme Federal Court.
